Just lifted this from Warhammer forum:
Apparently some of the playtesters have gotten their first run printing of the new edition. A guy on Warseer was answering questions. Here are some of the answers he posted to a number of ones I asked.

My questions:
1) is the outflank/overlap rule in the new ruleset (aka you get a +1 combat res for unenganged models, +2 if you have them on both sides of the fighting unit)? Was this rule recently removed from playtesting?
2) Do fast Cav autorally from a flee, therefore be able to march and shoot the next turn (as opposed to now where they roll to rally and then walk around a bit)?
3) Are skirmishers no longer able to march with an enemy unit within 8"?
4) Can you target characters (and ratling guns) with missile fire anywhere now, unless they are in a unit. If not how close do they have to be to a unit before they blend in (6" presently)?
5) Can you march and breathe your breath weapon now? Can it stand and shoot.
6) Do chariots have 360 degree fire arc?
7) Is there a new rule that is similar to 40K crossfire? If you break and flee directly from the highest US enemy and flee through another enemy unit you are destroyed? Do you have to flee through the enemy unit or just be in their fall back corridor? Are fast cav immune to this if they have the autorally rule?
Do fast cav still negate rank bonus?
9) What army suffers the most from the new rules? What army benifits the most from the new rules?
10) Is psychology standardized to 6" range for terror, panic etc...
11) Have they fixed the fear US strength rule so that you calculate the entire US of all models involved in the fight to figure out autobreak from fear?
12) What are the new rules for stupidity (if any)?
13) What is your favourite new rule change? Least fav
The answers:
1)There's no such a rule in 7th edition ruleset.
2)Light cavalry will NOT autorally but in the turn they rally could move, fire missle weapons, just like in 6th edition
3)Yes,now skermishers march like any other unit,so if an enemy is within 8" of them they couldn't march at all
4)You can target a lone model anywhere now.
5)You can march and breath but couldn't stay and shoot with breath
6)No.
7)Yes...there's something like 40k crossfire. If an unit flees from a Hth and on its fleeing path impacts on an enemy unit with a US of 5+ or in an impassable terrain it'll be destroyed
8)yes,it negates rank bonus,if with aUs of 5+
9)I could guess that skaven are a little less powerful (ratling could be targeted, skerm could'nt always march etc..) and so armies with a large score of skermishers..now less useful. Also heavy magic empire army will be toned down, since magic lores are very well balanced in 7th edition,no more no brain spells in the lists.I think that Bretonnia will be very strong even in this edition, the RAf army probably being the most powerful army..you take your pegasi kinghts behind the enemy lines, charge with low cost cavalary, break the nemy..the fleeing enemy unit impact on pegasi and it's destroyed..very very simple and effective.also heavy shotting armies will not so damaged with the new rules.
10)Yes,it is
11)If you have more causing fear models than the enemy he will autobreak
12)Simply that an unit that for the additional move caused by stupidity(if they fail the Ld test) should go off the table and be lost, now it will not go off the tabletop, but will be blocked at the edge of the table, like if engagin an impassable terrain
13)Favourite change:magic rules and spell lists. All very nice and balanced. The thing that i dislike it's the fact that shooting has been unchanged..but enpowered since you could target anything on the table..it's too much easy to play a monoshooting army, and the enemy could only hope that dice will smile on him..otherwise it's a massacre
