In 3.5 there was a penalty for the offhand attack with weilding two weapons. This penalty was reduced with levels gained, feats taken and sometimes class.
In 4.0 I find rules that say that you can only make one attack unless you have a power that says otherwise (Twin Strike for Ranger) and it makes reference to differentiating on your character sheet which is the offhand weapon, but I'm not finding anything saying that you take a penalty when you use that second attack. Has someone else seen the rules for this?

This is soemthing i wouldnt mind knowing as well and I'm suprised all the fun sucking rules lawyers out there havnt jumped on this yet, but unless theres a way to break dual weilding into something retarded and game ruining i doubt they would care anyways. mage says "Clap on!"

Considering no one has commented and I've read and re-read the section on dual wielding and the twin strike at will power without finding anything to say there is a penalty to the second attack, I'm assuming there is not.
