I figure I need spearmen because the corsairs are more expensive for a nearly identical troop.
Is it worth it to give the spearmen shields, or should I not bother?

Well, corsairs and DE spearelves do different things. With corsairs, you want to attack (2 attacks each, no armor), with spears, you'll get more attacks accepting the charge.
As far as shields, for one point I'd probably get them to increase your armor save to 5+.

Corsairs have armor, plus they also have the Sea dragon cloaks. But the point still stands. Spearmen are defensive, corsairs are offensive.

Your True sons of Asur are weak willed and soft. It's a wonder how they survive with the amount of backstabbing going on in their courts. At least the Dark elves are honest. They hate evryone.
