so with 7th ed. coming out, will the 6th ed. white dwarf armies be obsolete? i (rarely) play the Cult of Ulric, and although it would be nice to know i may not have to paint 150 warriors, i figured i'd check to see if i should start collecting something else.

Last I knew, GW made a stance that anything printed in WD was unofficial - GW tournament-wise that is. Only army books and rules books are deemed official. Basically to cover their a$$ over things not playtested properly.
That said, 7th is not making anything obsolete. All army lists are (supposed to be) 100% compatable with the new edition. So your army should be fine.
The next army book due out after O&G is Empire. It would not surprise me that they mix in all the cult of ulric, middenheim, steam tank, etc into the new book.
