It stil seems to me that most of the complaints about gunlines refer to GUN lines. The all guns dwarf and empire armies. The only notable exception, which you do bring up is the skinks. But if my memory serves me well, (which it doesn't always), isn't the problem with the skinks the poison and not the str. Or the fact that they skirmish. You could easily still do a str. based shooting rule and then slip the all skink rule into the lizardmen army.
I understand you are trying to get rid of the armies that are no fun to play against, and I can see where even an all bow army could be a problem. I'm just not sure I would have a problem facing an army with basic str 3 shooting. Modified str 3 is an issue. (Poison, magic, asp arrows etc) But the basic stuff just doesn't bother me. That might be just me though.

Should there be a skirmishing question? It seems to me that the echin list and the all skink list are not that much fun and should be hit.

Eshin is hit in the skaven specific area (#16). All skink will be hit if they have more than 5 shooting units. Since all skink units shoot something, and they never leave home without their pet salamanders, I dont think you can make a decent all skink list without zeroing out. Besides, skirmishing for the most part it alot more tough going now that they can be marchblocked.

That might be just me though. As a high elf player, I understand that most people fear the gunline army much more than a elf shooty army. However, this system is more about trying to discourage lists that make for one dimensional games, than trying to block the good lists. A HE army with 2 bolt throwers, the bow of the seafarer (a magic bolt thrower that hits on 2+), the reaver bow, as well as 8-10 pd of magic, plus 40+ longbow shots a turn and then a few chariots and silverhelms for anything that might get through, is not a fun army to play against. It is very hit or miss, in that either I will roll well and take you off the table, or I won't and you will take me off the table. In my opinion, that isn't what a tournament game of warhammer should be about. I am still looking at that question, because I want to word it so that the small 5-7 man units of scouts aren't hit by it. Check out the new wording and let me know what you think.
