Okay, I picked up Battle for Skull Pass and noticed it didn't have anything in it about min/maxes for different unit types (Core, special, rare, Lord, Hero) for different points values. Is this only in the army books?

Yes, army books specifically state what is allowed in each catagory - in almost all cases, a 2000 pt army consists of 4 characters (one may be a lord level),3+ core min, up to 4 special max, and 2 rare max. Some books bend this (High elves, bretonnians come to mind).
