Outriders get a repeater pistol and a hand weapon, does that mean they get 2 attacks in close combat?

Outriders have a repeater handgun, not pistol. No additional attack.
Read additional hand weapon under weapons in the main rules - only foot troops can benefit from additional HW, not mounted troops.

Yeah, I misread the outrider weapon selection. I've gone from wondering why anyone would take pistoleers to wondering why anyone would take outriders...*shrugs*
Another issue I've come across is the question if repeater pistols are pistols (And thus are treated as thrown weapons). One side says that they are obviously pistols, the other side says that pistols are defined in game as a certain weapon, and repeater pistols have their own stats much like a repeater crossbow is not a 'crossbow'.

Outriders are actually one of the better units in the Empire Book
they get the same number of handgun shots as three handgunners you save 3 points (IIRC) and a bunch of board space. The penalty for the multiple shots if off-set by the higher BS of the outriders.
The big advantage to them is you get the 360 degree firing arc and unlike most shooting units if they flee from a charge they get a chance to rally and shoot on your next turn.
i've never had any luck with handgunners but I have had a unit of 10 outriders hold down a flank pretty much by themselves.
