it does not allow veterns to be taken in sister or deamonhunters army.

I see your point. This is what it says (or says by not saying ...) in the FAQ in answer to the which units can be used question. It says you can take units that are listed in the DH and WH codex except for Amoured Fists which no longer exist. Since Vets aren't listed, the obvious implication is you can't take them. Bummer, there goes an idea I dreamed up last night.

You can take sister or deamonhunters army as allies. They do have restrictions on what you can take thou.
