Boldo's is planning a 40k event at the store on Tuesday December 28 at 1pm. It is a 200pt kill team event and we will run it in the afternoon and again in the evening. So you have two chance to play in a fun 40k event and best of all it is free with prizes.

By the specialists rules you mean the three universal rules choices you get? If so, yes. However, if you're crazy enough to bring one unit, like a Chaos Dreadnought, for example, you may not stack three universal rules on a single unit.
