After a couple days of playing and perusing through the rules I don't think Gw did too bad a job, they effectively made necrons top dog as the codex was released with 6th in mind, which isn't too surprising, which seems like a first...making a codex actually work well with an upcoming addition..the issue presented here though is who really can compete with them..vehicles are not so indestructible anymore especially when a Crons player can gauss a landraider to death again (warriors are much more viable again)..and the surfboard lord got even better..wont be suprise to seenow as the nightscythe is outstanding...and the doomscythe is pretty solid to, good thing they stated the earth ray is 1mm wide so we don't have tape measures killing everything.. The rules are pretty solid, and it doesn't look like there are any serious issues that wont be fixed as the codices get updated...allied rules are silly though

Makes me interested to see how good Chaos becomes and even more frightened for DA. I bet they get all the new USR's that are in the book yet nothing has yet. If anyone doubts Necrons are the new kings (a la GK, SW, and IG before)... 3 gauss glances wreck 85% of all vehicles now, even russes on front armor ap- is no longer -1 on the pen chart (hi tesla destructors) Wraiths now move 12" and assault 2d6 with rerolls and inflict str6 inpact hits Mindshackle lords (the little dudes) can now challenge your sarge/IC and force you to kill your unit. If you decline, you don't swing or contribute leadership Surfboard lords can now fight in assault WHILE ON THEIR BARGE with a free +1 armor (2+ now) Scarabs now hit non-flyers on 3+ no matter how far they moved. Warscythes are now better than chainfists and MC's against vehicles. Every mission now gives a bonus point for killing the commander and every Necron commander can stand up on a 5+ Every mission now gives a bonus point for getting a unit in the enemy DZ (necrons now have the best flyers, jump infantry, and deep strike options) I think in 2 months, people will be breathing a sigh of relief when they see anything but necrons across from them.

My early thoughts:
Shooting got nastier but fixed. Smart use of terrain, LoS and mixed armor can really keep your squads alive if you play an assault oriented army.
Sadly however the new reserve rules invalidated a couple of assault oriented armies. But it will be interesting to see how Demons, and Blood Angels play out. Those usually being the 'exception' in terms of close range armies.
Descent of Angels got a pretty significant buff. And combat squads containing four melta guns/flamers will be very nasty. (sarge with double pistols)
Speaking of Combat Squads they got a huge buff too. I like the new Combat squad rules, gives more options.
Challenges are going to be interesting and take some getting used to. I almost want to take power swords on sarges just to call out fist MEQs/Nobs ect and kill them before they get to use it.
Mixed armor saves with IC's has the potential to be heavily abused for shooting. Example: Sure I'll take all 10 saves on my 2+ armor guy in front, and then if I fail take that 2+ look out sir to swallow the wound on a grunt.
Jumpers are going to be pretty nasty I think once people figure out how to use them under the new assault changes. Or well pretty much anything with Hammer of Wrath special rule.
Flyers are exciting, but they need more Skyfire guns in armies that don't require you to take Bastions or opposing flyers. I have a feeling fortifications may be disallowed in a lot tournaments. And honestly you shouldn't have to take terrain in order to deal with flyers if you don't have access to Hyrdas.
The change to AP on power weapons is going to create some interesting dynamics and choices in what to take once metas begin to develop. Though hopefully with proper support of allies it will be fairly hard to play to a Meta.
Allies seem like they can be a very good thing. IF and only if they are well supported and kept in line. Allies can fix a lot of glaring holes in certain codex's especially older/xenos dex's.
New Psychic powers look awesome can't wait to mess around with then.
Tanks and vehicles are in a good spot I think. I like the new table/hull point rules. Gauss and haywire seem a little over the top now with hull points. But we'll see how it plays out.

Since everything in the codex is so good now, maybe we'll only see one chariot lord and unit of wraiths per list. Because you gotta fit in night scythes and doom scythes and scoring monoliths now.

Challenges are awesome.
Hidden power fists nuking characters is over! Just try to kill my librarian with that power fist... I'll either call you out and take you down, or you won't be able to use it at all.
Allows for independent characters to effectively "tank" monstrous creatures... Marine captains with stormshields are now much more attractive, because you can't simply ignore him with your beastie while you tear his squad apart.
This looks like a lot of fun. I'm going to have to pick up a physical copy of this book soon.
