SCENARIO: I HAVE A SQUAD OF SPACEMARINES THAT HAVE 2 MELTA GUNS IN A RINO. I MOVE THE RINO 12 INCHES AND FIRE THE 2 MELTA GUNS OUT FROM UNDER THE TOP HATCH, SINCE THEY ARE ASSAULT ONE WEAPONS. COULD I HAVE FIRED THE SMOKE LAUNCHERS AFTER MOVING 12 INCHES,(WHICH MEANS THE RINO CAN'T FIRE) AND THEN FIRED THE 2 MELTA GUNS IN THE SHOOT PHASE OUT FROM UNDER THE TOP HATCH OF THE RINO, SINCE NOT FIRING ONLY PERTAINS TO THE VEHICLE? "NO CHEESE INTENDED"

there was a FAQin 3rd edition on smoke launchers which forbade just that.
I would believe that the old FAQ would imply how they intended it to work.
Under a guideline of its not written in a 4th edition source, the passengers can indeed shoot.
Its even better for guard who can shoot 6 lazguns and a extra gun from the firing port.

I have a question which will probably add fuel to the disucssion: When do smoke launcher's go into effect? Are they part of the movement phase or are they considered shooting?
If they are part of the movement phase, I would say that anyone in the vehicle cannot shoot becuase they are just as blinded by the smoke as the vehicle crew is.
If it's a shooting phase action, then I would say the troops in side get to shoot out before the vehcile crew pops smoke.
that's my thoughts on it..

IT is done at the end of the Rhino's movement in the movement phase.
