I knew I saw this somewhere, I found it at the above link. Thought those that were intersted may want to take a look. Again, it all depends on what you take for official and non official, friendly vs Tournament. GW forum faqs or only CA..whatever. Posted it because I did indeed see this...I wasnt fibbing.

THose are official rules clarifications. Thanks for looking it up. I thought it was more than a little cheesy to use that tactic.

That's the first time I've seen a faq that mentioned anything about that for a while.
I know that rule has been faq'd different ways a few times.
I'd rather not use rules that have been arbitrarily made up on another message board.

Well, as for arbitrarily made up...it wasnt. Pete Haines, a GW employee and Game engineer actually has been quoted saying that.

Drawing from the rules clarifications from pete haines, I can not find anywheres in them where pete haines was quoted saying anything about the storm caller rules. us.games-workshop.com/community/forums/40Kforum.htmfurther more, the page before the unofficial faq's states that when they couldn't find enough answers, they just made them up. gallery.blackfang.net/index.php?page=down_40k_faqI can't find anywheres pete haines has ever said that... chapter approved 2003 and 2004 included.

Thats not anywhere in the pete haines FAQ.
It isnt even in the aulstrailia previous edition faqs
I think Orvill is currently doing it right, although i too dont think that it is the way it should work.

Im not arguing the fact that some of the FAQ answers were "made up". But they were based on how things should work vs how people like to exploit the rules and use them for that end only.
The above rule was not "made up" it was quoted by Pete Haines according to a well know and established forum.
GW forums are horrible to navigate, and hard to find rules. You could litteraly go days without find the rules you are looking for which is why im not supprised you did not find it.
This discussion has been brought up on many occasion on other forums whether to use other FAQs other than Chapter Approved ones.
Apperently there is alot of debate over how storm caller "should" work...it has been changed servral times after all. I do believe using it as: you recieve init 10 when you charge, is rather on the exploitative side of the special rule.
I have also seen this statement: If you dont listen to the game designers about how the rules should work then why should we listen to the rules at all?
Who would you give more credit to? Someone that made the rules or someone that interpreted them?
If you need further proof, my recomendation would be to contact the person that made the FAQ with Pete Haines quote and ask where he obtained that quote from.
I just brought it to your attentions...it may be something that we as a group have to come to an agreement to use other FAQs other than Chapter approved.

Well, comparatively speaking, since it is basically a 45 point psychic power for a little librarian, it should be d**n good.

Same could be said about alot of things as well, one recenlly I have been apart of is the Kustom Force Field, 35 points (essentially) to have a 4+ chance at a glancing hit, while skimmers get it for free if the move over 6 inches and rhinos get it for 3 points for 1 turn (which is what you really need it for anyways).
Comparitively speaking seems to not come into consideration apperantly when speaking about 40k. Thats the problem with having a codex that is outdated, so it would seem.
Something came to thought....For Storm caller cant you cast it on a vehicle and it grants "Hulled Down"? Did they FAQ that?
Taking into consideration what that psycik power can do I think it appropiatly priced....Grants cover when assualted, grants Hulled down to vehicles, and gives you a cover save...not only that but the contravesial rule that you assualt with init 10 (essentially) Thats one d**n good power for -only- 45 points.
