John, I'm going to be as inclusive as possible with this tournament, so I have no problem with proxies, as long as it can't reasonably be confused for something else in the list. And Rhinox Riders will be allowed, I like them ;D
Ryan, comp scoring is going to be done pre-tournament by judges. Sports will be some variation on what you normally see at tournaments. As for the comp level of the tournament, I don't want to tell people what not to bring, but there will be a "hard" bracket and a "friendly" bracket for the tournament. So if one brings a hard army, that's what you'll be facing, same with a friendly army. And we are currently working on the website, and hope to have it up soon.

I figured you were kidding, but after the fiasco last year, I just wanted to get it out there anyway.
Comp scores won't be given out before the tournament, and people will know what bracket they fall into when they arrive at the tournament. The last thing I want is people handing in 10 different lists to find out which one will score the best. I hope people just play what they'll have fun using, and let the comp chips fall where they may.

Ok, you are free to do what you want, but the 40k guys have some experience in hidden comp and it was not pretty. Theres a looong thread in their section after the first DaBoys GT. daboyzateam.proboards77.com/index.cgi?board=tournamentnewsandannounceme&action=display&thread=1161018280I can understand the merits of it to hope for some self-discipline among players, but in the end some players honestly dont know they are playing OTT unless something tells them.

True enough, I remember reading this thread when it happened...got ugly quick!
No comp system is great IMO:
Player judged just turns into a popularity contest, or you have some people who actually take the time to judge it proper, and some who automatically give out max scores to everyone.
Checklists just turn into an exercise in trying to break the list.
And with judged comp, the judges always take the heat.

Corey,
We discuss comp atleast every other week here at the store and I think there are lots of ways to go here. I see comp as a handicap for game play much like a handicap in golf. One of the interesting ideas we have discussed is a hard army checklist. There are many armies which are no fun to play against and this list identifies them and gives them a 0 while most others get a perfect score. Who wants to play the all flying tzentch magic list, or the Thorek Ironbrow dwarf list? I am sure 10 no fun armies can be identified and they characteristics which make them bad identified and penalized. Now this is not the way I would do comp but would be different. I think judged comp is a problem as it opens the question of home cooking, and judges bias which is no fun to deal with but if that is what you want then go for it.

I'm sure judged scoring will put some people off. Although, practically everyone at the Colonial that I talk with preferred judged comp over any other system. We shall see.
I hope to put out an example checklist of what types of army lists will score where on the comp scale. That way people won't be going in blind, and will have some sort of guide. It obviously won't cover many cases, but will give insight into the judge's mindset.

Corey,
Regardless of the comp system that you use, I will be there. I was more curious than anything else.
However, with John's question about knowing beforehand, perhaps a way can be done so that people get one chance to change the list if they don't like their comp score? People submit two weeks in advance and then they find out their score a few days later and get one opportunity to resubmit a tamer list. It would be more work on your part, and personally I don't mind not knowing, but just an idea.

I am also fine with whatever way you want to do it and plan on being there.
Another anomoly that tends to show up with judged comp is a player tends to take out his frustration or whatever for losing to a harder list on whatever opponent scores he can directly affect - sportsmanship.
Provided examples would be great when that time comes, anything to get an idea would help.

I think it is more important right now to let us know how the tournament will work. What are the scoring percentages, number of games, points total, exc.

I'm working on the core rules right now actually. They will be posted once we get the website up and running soon.
It will be 2250 pts. and 5 games for sure, with pick-up games Fri and Sat night.
