How do you beat lizardmen with vampire counts?
The army is 2 units of 25 saurus standard and musician 10 skinks 1 unit of krox 2 units of full salamanders 1 unit of terradons 1 unit of 6 sauras cavalry 1 saurus lord 1 saurus hero 1 skink chief with the item that can take up to 2 magic dice in each magic phase, used for dispel mostly.

Step 1 - Stab the shooty stuff Step 2 - Shoot the stabby stuff
Step 3 - 5 - Rinse, wash and repeat as needed.

So with school winding down and looking forward to having some time on my hands I'm excited to get my army finished.
I finished assembling my first skeleton unit (20 with full command). My captain has an arrow stuck in his eye socket. Can;t wait to get them painted and see how they look.

I'm looking to play my growing VC army in a Defend the Headless Badger scenario. 1000 pts, plus I can use the VC persona if I'd like. Since I'm just starting out here's what I got:

Now, if I put the Blood Dragon Count with the Honor or Death bloodline power in the unit with the Black Knights with the Screaming Banner he receives the benefit of the screaming banner too, correct?

Well, unless its a special scenario, the list is illegal since you have a lord-level character in a 1000pt army. Now, if I put the Blood Dragon Count with the Honor or Death bloodline power in the unit with the Black Knights with the Screaming Banner he receives the benefit of the screaming banner too, correct? With the bloodline power, the opponent makes a leadership test. With the screaming banner, the opponent makes a fear test on 3d6. I suspect you want to "combo" the bloodline power with the 3d6 - unfortunately it doesnt work this way, since the screaming banner is a fear test.

Well, unless its a special scenario, the list is illegal since you have a lord-level character in a 1000pt army. The Nemesis Crown campaign allows me to take the Lord in a 1000 point army. With the bloodline power, the opponent makes a leadership test. With the screaming banner, the opponent makes a fear test on 3d6. I suspect you want to "combo" the bloodline power with the 3d6 - unfortunately it doesnt work this way, since the screaming banner is a fear test. Darn, I did want to "combo" these two things. Oh well. Thanks for the insight.

Wheels, here are a couple of comments for your army.
1. I'm pretty sure the requirements for <2000 point games are 2 core units, so you need at least another zombie or skeleton unit.
2. Taking a lord in 1000 point game, while illegal with regular rules but if allowed, is worthless because he's too expensive and you can definitly fill the role of combat with just a thrall and save 200 points for use on other models, like a banshee and some more skeletons.
3. Your skeletons are too expensive, while spears are a personal option, the statistics for giving skeletons spears is equal to that of them just having a sword and shield. Also, the cost of giving them armor and spears, you could get 2 units of zombies for that price. In low cost games, vampire counts need to outnumber as much as possible, and zombies fill that role nicely.
4. While the black knights are a great unit, the unit cost for 10 pf them is too much and making your army just based around 1 unit, opens up a lot of vulnerabilites. Some heavy shooting or cannon's will destroy your lord + knights in a matter of seconds. 1 unit of 5 or 6 knights is probably better for that hard hitting assualt while your core units keep them tied up.
5. Spread your army out, don't go crazy on upgrades. Vampire counts don't have that many hard hitting units, making them rely on outnumbering for CR.

Joe, Thanks for the comments. After a few battles I've noticed that I need to outnumber. The problem right now is that my wife and I are expecting our first child in the next two weeks and I don't have the money nor the time to buy and assemble 40 more zombies!
But as I progress in the hobby I will definitely keep the numbers in mind.

Congrats!!! But you mind as well sell your army, since you will have no time or money with the new kid ;D
Or you can wait for the new codex next year =/
